RCF (Refractory Ceramic Fiber) is a man-made fiber product that is primarily used in high temperature insulation. Under current regulations in different regions, the package of RCF products might need a special warning label. Low Bio-persistence fiber product does not a warning label on the package.
Since 1985, ECFIA members have labelled Refractory Ceramic Fiber (RCF), better described as Alumino Silicate Wool (ASW) containing products – either based on voluntary initiatives or based on regulatory requirements. As of 1997, labelling in the EU was regulated by directive 67/548/EEC which has been replaced by 1272/2008/EC, the so called CLP (Classifi cation, Labelling, Packaging) Regulation. This regulation, coming into effect as of December 2010, triggered
the change of ECFIA´s labelling policy.Based on the CLP Regulation and the existing entry in Annex XI of this regulation, listing RCF as a category 1b carcinogen (equivalent to category 2 under 67/548/EEC), a corresponding hazard warning label has to be used:
• on all RCF/ASW substances as of December 1st, 2010 and
• all mixtures containing > 0.1% RCF/ASW by weight as of June 1st, 2015.
In both cases transition periods of two years can be applied for substances and mixtures already on the market. For articles containing RCF/ASW, no regulatory labelling requirements apply.
